The Museum of Occupations and Freedom Fights occupies the former KGB headquarters at Gediminas Avenue 40, with its public entrance on Aukų Street. The building was completed around 1890 as the court of the Vilna Governorate under the Russian Empire. After the Soviet occupation began in 1940, its basement was turned into a prison. From 1941 to 1944 it served as Gestapo headquarters during the Nazi occupation, and from 1944 until Lithuania restored independence in 1991 it was used by the Soviet KGB and its predecessor security organs.

The museum was established in 1992 and in 1997 was placed under the Genocide and Resistance Research Centre of Lithuania. It documents the Soviet and Nazi occupations, the mass deportation of Lithuanians and the armed post-war anti-Soviet partisan resistance known as the Forest Brothers. The preserved basement contains former prison and isolation cells and an execution chamber. In 2018 the museum was renamed from the Museum of Genocide Victims. A Holocaust-related exposition was added in 2011.
