The Odeon of Ephesus stands in the upper city, on the north side of the State Agora. Built around the middle of the second century AD, it was the gift of the wealthy benefactor Publius Vedius Antoninus and his wife Flavia Papiana, whose donation is recorded by inscription. The building served a dual purpose: as a bouleuterion, the meeting hall of the city council, and as an odeon for concerts, recitals and lectures.

Shaped like a small theatre, it has a semicircular seating bank divided into two tiers by a walkway, with the lower rows built in marble, and an estimated capacity of about 1,400. Its modest size allowed it to be permanently roofed, an arrangement suited both to music and to sheltered council sessions. The absence of rainwater drainage in the orchestra is read by archaeologists as evidence that the hall was indeed covered. A stage building closed the front, which opened toward the State Agora.
