The Casino de Monte-Carlo stands at the symbolic heart of Monaco's identity as the playground of the ultra-wealthy, its present building an extraordinary Beaux-Arts structure designed in 1878 by Charles Garnier, who was also responsible for the Paris Opéra Garnier. Gambling was established here under Prince Charles III, who gave his name to Monte Carlo, as a revenue-generating institution for the principality that would relieve Monaco's citizens from the burden of taxation. The strategy worked so spectacularly that Monaco has had no income tax ever since. The casino's ornate interior, a sequence of gilded rooms with carved panels, frescoed ceilings, and monumental bronze statues, is as theatrical as any opera house. Although Monte-Carlo's glamour is bound up with the James Bond legend, Ian Fleming's 1953 novel Casino Royale is not actually set here, its action unfolds at a fictional French resort called Royale-les-Eaux. Today the casino continues to operate gambling in its historic rooms, while a larger modern gaming complex has been added. By Monegasque law, citizens of Monaco are forbidden from gambling here, the casino exists to take money from foreigners, not from the people it was built to support.
